H.E. Mr. Dlimi el Ghailani was born on December 21, 1952. Graduate from the Institute of International Relations in Paris. Member of the Executive Committee of the Front for Liberation and Unity (1975), MP and member of the Municipal Council of the city of Dahla, Morocco (1980), First Vice President of the Consultative Committee on Sahrawi Affairs (1981). Governor in the Ministry of the Interior (1983) and Member of the Observing Committee on the Identification Operation in Western Sahara (1995). Observer in the United Nations Mission for the Referendum in Western Sahara (1997–2000), and in charge of the Identification Operation in the Coordination Bureau with MINURSO in Layoune, Morocco (April 1998). Member of a number of representations of regional, international and other organizations (1980–2003). Member of the Moroccan delegation headed by the Ministers of Foreign Affairs and Interior for London I, London II and Berlin (2000).
Laureate of the Order of the Quest and the Order of the Throne, Officer's Class (1985).
Fluent in Arabic, French and Spanish.

H.E. Dr. Alberts Sarkanis was born on April 6, 1960. He graduated from the Latvian University with a major in Philology (1984), the Vilnius University, Philology Department, Doctor of Arts in Baltic languages (1993), Doctor in Philology of the Latvian University (1994). Research Fellow of the Latvian Academy of Sciences, the Institute of Languages (1980–90), lecturer in the Department of Pedagogical Sciences.
Dr. Alberts Sarkanis has worked in the Embassy of the Republic of Latvia to the Republic of Lithuania (1990–93), and was Ambassador Extraordinary and Plenipotentiary until 1996.
Chairman of the Latvian-Lithuanian Delegation on Border Issues (1994–97). Assistant Secretary of State on administrative and legal issues at the Ministry of Foreign Affairs (1996–98). Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Republic of Finland (1998–2000), to the Holy See, non-resident (since May 2003), to the Sovereign Order of Malta, non-resident (since April 2004), to the Republic of Poland (2004).

H. E. Mr. Samuel Amehou was born in 1952. He graduated in German Philology from the University of Abidjan, Cote d'Ivoire (1975), Diplomatic Profile from the Centre for Improving Administrative Skills in the Republic of Benin (1979), Minister Plenipotentiary since 1997. From October 1979 until December 1982, Mr. Samuel Amehou worked in various departments of the Ministry of Foreign Affairs and Cooperation. First Secretary, Second Councillor and Charge D'Affaires of the Embassy of the Republic of Benin in Bonn (January 1983–August 1990).
Deputy Director of International Relations Directorate in the Ministry of Foreign Affairs of the Republic of Benin (1990–1992) and Deputy Director of State Protocol in the Ministry of Foreign Affairs (1992–1996). Minister Plenipotentiary in the Permanent Mission of the Republic of Benin in New York (1997–2000) and Plenipotentiary Ambassador in charge of the opening of the Permanent Mission of the Republic of Benin to the UN in Geneva and Rapporteur of the UN Disarmament Commission (2000–2003).
